Coach Gus Bradley says the NFL confirmed that Blackmon can join coaches and teammates in Fremont, Calif., next week, where he will participate in meetings.
Blackmon is suspended the first four games for violating the league's substance-abuse policy. He's not allowed to practice or attend games during the suspension.
Since Jacksonville plays at Oakland on Sunday and then at Seattle the following week, Bradley decided to keep the team in northern California between games. Blackmon will join his teammates, but will have to fly west after Sunday's game and then return to Jacksonville before the team heads to Seattle.
Blackmon caught 64 passes for 865 yards and five touchdowns as a rookie last season.
