Wolfsburg says it will not use an option to sign Brazilian midfielder Cicero on a full-time contract.
Cicero played for Wolfsburg last season on loan from the Brazilian club Tombense.
Wolfsburg barely escaped relegation. Cicero made 21 appearances for the Bundesliga club.
