INDIANAPOLIS (AP) Jonathan Duncan has been promoted to head of the NCAA's enforcement division.

NCAA President Mark Emmert removed the interim tag Monday. Duncan is now the vice president of enforcement after taking over a department in turmoil 13 months ago.

When Duncan was hired in March 2013, Emmert said he had 18 months to fix a department that had lost two investigators and two key leaders, including the popular Julie Roe Lach, in less than a year. The department was also tainted by the admission it had improperly collected evidence during an investigation into alleged rules violations at the University of Miami.

Jim Isch, the NCAA's chief operating officer, said Duncan led the department with ''exceptional integrity and poise.''
