QBs Smith, Cutler inactive for 49ers-Bears game

Starting quarterbacks Alex Smith and Jay Cutler are inactive for the San Francisco 49ers and Chicago Bears on Monday night.

Colin Kaepernick was set to make his first NFL start for the 49ers, who activated third-string quarterback Scott Tolzien as a backup. Smith failed to pass tests under the NFL's concussion treatment protocol after he was injured last week in a tie against the St. Louis Rams.

Chicago also is without Cutler because of a concussion. Jason Campbell, who missed the final 10 games with the Oakland Raiders last season with a broken collarbone, started for the Bears for the first time.

San Francisco running back Brandon Jacobs, first-round pick A.J. Jenkins and second-round pick LaMichael James were inactive again.
