Bills searching for No. 2 receiver with Robert Woods' role uncertain

On offense, the Buffalo Bills have a trio of playmakers. Tyrod Taylor, LeSean McCoy and Sammy Watkins make up that group, but there's a void that the team hopes to fill in the offseason: a No. 2 receiver.
They attempted to fill that need last offseason when they brought in Percy Harvin on a three-year deal. He was unable to stay healthy, playing just five games. Now, it seems as though his time in Buffalo is over, once again leaving a hole next to Sammy Watkins on the depth chart.
Robert Woods, a second-round pick in 2013, wasn't an integral part of the offense this season and may not have much of a role next season, either. The Bills would like to add a true No. 2 wideout before next season, but that's easier said than done.
General manager Doug Whaley understands that, and feels comfortable enough with the roster if the Bills can't add a top wideout this offseason.
Via BuffaloBills.com:
"We'd love to [have a bona fide No. 2 receiver], but we think with the mix of guys we have we can generate a No. 2 receiver, between [Marquise] Goodwin, [Robert] Woods, [Greg] Salas who we signed," Whaley said. "Leonard Hankerson if we can get him back, and then Greg Little that we signed. So we've got a mix of guys who might not be a bona fide No. 2, but we can use those guys in different roles and have a complementary No. 2 just by mixing some guys in."
Given his past performances, Woods should be the frontrunner among that group. The Bills don't seem to view it that way, though. Whaley grouped him with the other wideouts for a reason, and it's likely because the team doesn't view him as a true No. 2 receiver.
That doesn't bode well for his future in Buffalo, especially after seeing his role diminish this season. He was asked to block more often than in the past and never seemed to get in a rhythm as a receiver.
