Baby steps: Locker back at practice

Jake Locker has passed his practice test, doing what the Titans wanted all week increasing his work each day.
Now the decision on who starts against San Francisco on Sunday rests with coaches, trainers and the quarterback himself.
Coach Mike Munchak said Friday the team hasn't decided whether Locker or Ryan Fitzpatrick starts. The coach says Locker is doing well and did everything the staff wanted him to on Friday.
Munchak says Locker will have a big say about any limits.
Locker sprained his right hip and knee Sept. 29 during a win over the Jets and has missed two games, both losses. Locker has to be mobile enough to protect himself against the 49ers.
General manager Ruston Webster said on 104.5 The Zone radio he is optimistic Locker can play Sunday.
