The city of Oakland has failed to meet the stadium standards of the NFL.

That's according to NFL executive vice president Eric Grubman, who said the city hasn't given its Raiders "a viable proposal" to stay in town.

"We've said one thing consistently to any of the markets and it really rests on a couple of pillars," Grubman told reporters after the owner's meeting in Chicago. "One of them the proposal has to be specific. The second is it has to be attractive to a team. And the third is it has to be actionable."

According to Grubman, Oakland has fallen short on all three categories. Floyd Kephart's plan, which calls for a 20% ownership stake and a $200 million cash infusion, must not be enough to sway NFL owners.

A decision is expected on the matter by Super Bowl 50. Raiders fans might not be too happy with the end result.
