Can the Raiders move to Las Vegas? There's no rule that says no

A popular thought among people is that the NFL would never allow a team to move to Las Vegas ... or would they?

Oakland Raiders owner Mark Davis paid a visit to Sin City on Friday for a meeting with Sheldon Adelson, the CEO of the Las Vegas Sands Corporation. Adelson hopes to build a domed stadium to house UNLV football. Davis went out to visit the 42-acre site where the building would stand.

Now, does that mean the Silver and Black are bound for Nevada? No, of course not. Davis could choose to move the team to San Antonio, where he owns land, or he could work out a deal to stay in Oakland. But for those who think the league would stand in the way of a move to Vegas, think again.

NFL.com's Albert Breer got his hands on a memo — first reported by the Los Angeles News Group — that circulated around the league that said there was no rule that blocked a team from moving to a particular city. Here it is:

Very interesting. Again, we're a long way from finding out what decision the Raiders will make. However, things could get very interesting, especially if the NFL discovers there's money to be had in Las Vegas.
