2017 NFL Free Agency: Predictions for Top 50 Players
Predicting where the top 50 players available in 2017 NFL free agency will sign.
2017 NFL free agency will officially begin at 4 p.m. ET on Thursday, March 9 and things are set to get wild. While many of the biggest names slated to hit the open market were slapped with the franchise tag, there are plenty of other players available that could play a big role in the 2017 season. The question that remains, though, is which teams these players will be suiting up for.
Of course, there are several key factors that could influence 2017 NFL free agency in a major way, most of them involving quarterbacks. Those factors include whatever happens with Tony Romo and the Dallas Cowboys, what the Buffalo Bills decide to do with Tyrod Taylor, if the New England Patriots trade Jimmy Garoppolo and even if the Washington Redskins somehow work out a trade involving Kirk Cousins.
What happens in those situations and in others—the possible Brandin Cooks trade comes to mind—will heavily influence how teams operate in NFL free agency. Even still, we know what teams need, know how much cap room they have and at least know how many of the front offices operate. So where does that leave us? We'll certainly start to find out when the legal tampering period begins on March 7, but let's also project a bit.
With rumors swirling at a record pace and with plenty of dominoes left to fall, here are predictions for where the top 50 players available in NFL free agency will sign.

50. Michael Floyd, WR – New England Patriots
Michael Floyd was outright released by the Arizona Cardinals midseason following a DUI arrest, complete with a video detailing the idiotic off-field incident. That's when he was picked up by the New England Patriots and thought to possibly be a key piece for them and their Super Bowl hopes.

He wasn't that and was actually inactive for the Pats' thrilling win over the Falcons in Houston. Now set to hit the open market, teams will have to weigh Floyd's obvious physical gifts and potential with his lack of consistent production and off-field trouble. With that said, the Baltimore Ravens could very much use any kind of quality depth in their receiving corps and Floyd fits the bill, and likely at a nice price as well.

49. DeMarcus Ware, EDGE – Denver Broncos
After serving as a veteran anchor and pass-rushing monster for the Denver Broncos en route to their Super Bowl 50 win, Ware battled injuries for much of the 2016 season and saw his production decline when he was on the field. Now a free agent, he believes he has something left in the tank.
By all accounts, the Broncos would like to bring him back. However, the pass-rush-needy Dallas Cowboys could look to bring their all-time sacks leader home. Ware would serve as a great locker room presence for the young core in Dallas while also filling a major need for a team that has Super Bowl aspirations for the 2017 season.

48. Russell Okung, OT – Denver Broncos
Russell Okung was a free agent last offseason and he bet on himself in more than one way. As the veteran offensive tackle signed with the Denver Broncos, he inked a five-year deal with the caveat that none of it was guaranteed beyond the 2016 season. Though he wasn't an abomination, he failed to live up to the price tag he would've cost Denver and they let him walk.
With plenty of teams having dire needs along the offensive line, Okung's market might be hectic during NFL free agency. One such team that could look to bring him in would actually be bringing him back. Okung was with the Seattle Seahawks prior to his one-year stint with the Broncos and would fill a definite need in protecting Russell Wilson should he return.

47. Julius Peppers, EDGE – Green Bay Packers
Julius Peppers has long been one of the most fearsome edge rushers in the league, first with the Carolina Panthers, then with the Chicago Bears and finally with the Packers. After confirming that he wants to play again, the 37-year-old veteran will still have a market as he was still productive in the pass rush for Green Bay this past season.
With higher priorities at hand, I don't think the Packers are going to retain Peppers in NFL free agency. Instead, a team like the Atlanta Falcons that's in need of a pass rush while also being in win-now mode should be able to swoop in and land him. After coming a historic fourth quarter collapse away from winning a Super Bowl, Peppers can aid their defense enough to help them get back in 2017.

46. Dre Kirkpatrick, CB – Cincinnati Bengals
The Tennessee Titans are a team on the rise. In Year 2 with Marcus Mariota at the helm of the offense, they came a tiebreaker away from winning the AFC South. Unfortunately, Mariota suffered a fractured fibula at the end of the regular season, but he should be good to go for 2017. Now they need to address their defense to really make the leap.
A big part of that is going to be beefing up their secondary. Yes, they have Jason McCourty, but the Titans were also forced to trot out Perrish Cox for much of the season before he was released due to his poor performance near the end of the year. Dre Kirkpatrick would be a fantastic addition for their defense. Though he's failed to live up to expectations in Cincinnati, he's still a former first-round pick with obvious physical tools and who's also still young. He could give the Titans the depth they need.

45. Charles Johnson, DE – Carolina Panthers
One thing that's been clear from the Carolina Panthers with the early talk this offseason has been the value that they place on consistency. Though their 2016 season was disappointing, that wasn't because of what Charles Johnson did at defensive end. Playing on a one-year deal at a bargain price, he was a force again for Carolina.
Though his price tag will likely be more substantial, I don't see the Panthers letting the veteran pass rusher get away. They've already locked up Mario Addison this offseason and, though they may add youth through the draft, I see them keeping Johnson in Charlotte for the immediate future to keep the defense consistent with the departure of defensive coordinator Sean McDermott.

44. Latavius Murray, RB – Oakland Raiders
Playing behind one of the best offensive lines in the NFL as the lead back in pseudo-committee for the Oakland Raiders, Latavius Murray proved he can be a productive runner in this league. Though his 788 rushing yards in 2016 don't jump off the page, his 12 rushing scores do. The bruising 6-3, 230-pound back is a quality ball-carrier set to hit the market.
Though the Raiders are going to let him test said market, I don't think he leaves Oakland. Despite him not being fully a household name, Murray is already 27 years old—up there in terms of running back age. He'd best be served remaining behind the stout O-line in Oakland and helping them continue on their path to success.

43. Brandon Carr, CB – Dallas Cowboys
The Dallas Cowboys secondary over-performed what many thought they'd be able to do in the 2016 season. They were put in a losing position given the lack of pressure the front seven was able to create, but still performed quite well in their roles. However, it's going to get torn apart in free agency with four key components hitting the market. Chief among them is Brandon Carr.
At 30 years old, the veteran corner isn't the flashy superstar like some others around the league at his position. However, he does his job and does it well while also being a iron man and rarely missing games due to injuries. Though that could change as he ventures into the wrong side of 30, that's the type of player Dallas can't let slip away. The Cowboys should prioritize Carr above the rest of their departing secondary options and re-sign him.

42. Jared Odrick, DE – Jacksonville Jaguars
Jared Odrick was released by the Jacksonville Jaguars in late February and presents an interesting commodity in NFL free agency. The 29-year-old first-round pick from 2010 has been a productive player at times in this league, but that never fully materialized in his brief stint with the Jags. However, he still has value if healthy and at least one team has all the makings to maximize what he can do.
Coming off of their Super Bowl victory, the New England Patriots have a massive amount of cap room. Yes, much of that is going to be used to re-sign a high number of pivotal free agents. However, they could also look to make some sneaky signings for depth. Given Odrick's versatility as a defensive end and tackle, he's the perfect player to provide that and could take a discount to play for a winner.

41. Kevin Minter, LB – Arizona Cardinals
After struggling to get on the field for the first three years of his career as a second-round pick by the Arizona Cardinals in the 2013 draft, Kevin Minter submitted easily the best season of his young career in 2016. Now slated to hit the open market, he's looking to cash in on that and prove he can be a versatile threat in the middle of the field.
There aren't many areas that the 49ers could go without addressing before they're even competitive in the NFL again. However, their aging and oft-injured group of linebackers is certainly one problem area that they have to look at this offseason. With a bevy of cap room to work with, I see new general manager John Lynch being aggressive and Minter being one of his key signings in NFL free agency.

40. Kenny Stills, WR – Miami Dolphins
There might not be a more divisive player hitting the market in 2017 NFL free agency than wide receiver Kenny Stills. It's clear what the former Miami Dolphins and New Orleans Saints wideout offers with his speed. He's a viable deep threat that really came on in the Dolphins' surprise run to the postseason in 2016. However, he's also suffered from issues with drops and doesn't have a particularly strong track record in regards to consistency.
With that said, he's a young player with an easily discernible skill-set as a pass-catcher. He'd be a fantastic asset no matter where he goes, especially with proper development. With that said, I have the 49ers again coming into play and making a splash. San Fran has a virtually non-existent receiving corps at this point and adding Stills would at least give them a nice dimension to their passing attack—you know, assuming they add a quarterback to the roster.

39. Johnathan Cyprien, S – Jacksonville Jaguars
Prior to the 2016 season, Johnathan Cyprien was rightfully labeled as an inconsistent safety with potential that may not be realized. With a move to strong safety for the Jags this past year, however, he realized that potential with flying colors. Now he's going to test the open market and the soon-to-be 27-year-old should get paid.
Though the Jaguars will have interest in re-signing him, I see them ultimately setting their sights higher and letting Cyprien head elsewhere. One team that will be vying for his services is the Detroit Lions as they look to address a stop-deficient secondary. Cyprien would be a strong versatile presence on the back end and be a major upgrade in the Motor City.

38. Morris Claiborne, CB – Dallas Cowboys
One of the terms that has been tossed around regarding Morris Claiborne throughout his career has been the dreaded "bust" label. Granted, there were exceptionally high hopes for the LSU cornerback when the Cowboys took him with the No. 6 overall pick in the 2012 NFL Draft. Since then, he struggled on the field early and has since had a hard time staying on the field due to injuries. However, he was a force in 2016 and one of the best cover corners in the league.
With teams always looking for quality secondary play and upside, the 27-year-old Claiborne offers all of that. As such, the cap-strapped Cowboys are likely going to be priced out of re-signing the cornerback, especially if they wisely place a higher importance on re-signing the aforementioned Carr. Therefore, another cornerback-needy team in the Pittsburgh Steelers should be able to make a major upgrade to their secondary on a relatively team-friendly deal given his injury history.

37. Ronald Leary, OG – Dallas Cowboys
How many times have we heard about the vaunted Dallas Cowboys offensive line? They're given a ton of credit for Ezekiel Elliott's monster rookie campaign and, to at least some degree, it's earned. An underrated part of that line was Ronald Leary at guard. The veteran slotted in opposite Zack Martin at guard and was an absolute force. With La'el Collins waiting in the wings, though, Leary's time in Dallas is almost certainly over.
Thus, one of the many teams looking at offensive linemen this offseason will throw big money at the veteran guard. Leary should see a nice number on whatever new contract he signs. And I think that the Denver Broncos, as they look to try and keep whoever they have at quarterback upright, will be the ones to hand him that kind of deal.

36. Bennie Logan, DT – Philadelphia Eagles
Opposite Fletcher Cox on the interior of the Philadelphia Eagles defensive line, Bennie Logan had by far his worst season in the NFL. The 27-year-old LSU product had been a consistent force on the Eagles defensive front alongside Cox, but was shaky as best throughout the 2016 campaign. Talk about bad timing as he's slated to hit free agency this offseason.
With that said, Logan's 2016 season largely stands as an anomaly in regards to what the defensive tackle is capable of. He's a disciplined force up the middle that can create disruption on any play. Subsequently, he's likely going to be a bit costly—likely too much so for the Eagles as they address other needs. As such, I see Logan going to a division rival in need of such a player as he'll land with the Washington Redskins.

35. Jabaal Sheard, DE – New England Patriots
Jabaal Sheard was supposed to breathe life into the pass rush of the New England Patriots once upon a time. While he showed flashes, though, he never really amounted to the player that Bill Belichick and company had hoped he'd be when they originally signed him, so much so that he was moved down the depth chart into a more situational role in the 2016 season. Subsequently, it's unlikely he'll be back.
With Sheard being just 28 years old when the 2017 season kicks off, though, he still has proven production in this league as an edge rusher and could be a sneaky good signing for some team. One team that needs all of the defensive help they can get is the New Orleans Saints and I suspect they're able to get some by inking Sheard when it's all said and done.

34. Eddie Lacy, RB – Green Bay Packers
Between his weight problems and injury history, it's hard to imagine that any team will go into 2017 NFL free agency with the intention of signing Eddie Lacy to be their bell-cow back. That includes the Packers, who I believe are more likely to let Lacy walk and put their stock and faith in Ty Montgomery moving forward.
Given his issues, Lacy should then be a cheap running back option on the open market that could be attractive in comparison to the likes of Latavius Murray, Adrian Peterson and Jamaal Charles (the latter not listed here given how unlikely it is that he's productive). Therefore, a team like the Seattle Seahawks are an intriguing landing spot. They have support in their backfield with quality backs, but could use a sizable force like Lacy to round out the group.

33. Chris Baker, DE – Washington Redskins
Chris Baker might be one of the most underrated defensive linemen in the entire league. Though the Washington Redskins defense was far from anything you'd want to write home about as a whole, he was one of the bright spots as he slotted in up from in their 3-4 defensive scheme. He was solid against the run—unlike the rest of the defense—and effective against the pass.
Though the Redskins have plenty of other big decisions to make this offseason, it would be a critical error to let Baker get away. They've developed him into a high-quality player on their defense and, as they try to grow the unit, letting him depart would ultimately be to their detriment.

32. Prince Amukamara, CB – Jacksonville Jaguars
There are times in the league when players bet on themselves by signing what is commonly referred to as a one-year "prove it" contract. Prince Amukamara signed that type of deal last offseason when the market for the cornerback was decidedly tepid. After an impressive year opposite of Jalen Ramsey with the Jacksonville Jaguars, though, the market should be much improved.
Numerous teams throughout the league, those with cap room and those without, are in need of a quality player like Amukamara in their secondary. However, you could argue that no defense needs such a player as badly as the Indianapolis Colts. Their secondary has been both underperforming and unhealthy in recent years, specifically their No. 1 corner, Vontae Davis. Adding Amukamara would give them another playmaker in that unit and help alleviate the blow if Davis were to get banged up again.

31. Jared Cook, TE – Green Bay Packers
Though the Green Bay Packers aren't particularly known for making a splash in NFL free agency, they managed to cause a few ripples last offseason when they landed tight end Jared Cook on a one-year deal. Though his overall production was uninspiring, Cook had an iconic catch in the Packers' Divisional Round win over the Dallas Cowboys and came up big overall in the postseason.
Now a free agent once again, there should be a solid market for Cook. And while the Packers have some options to potentially replace him in their offense, they should know that they'd be better off signing the veteran tight end to another contract and letting him continue to build a rapport with Aaron Rodgers.

30. Mike Glennon, QB – Tampa Bay Buccaneers
There's a lot of talk about quarterbacks this offseason, as we've already discussed. However, one player that's going to hit the open market without question is Tampa Bay Buccaneers backup Mike Glennon. The 6-7 signal-caller started as a rookie, but was ultimately replaced by Jameis Winston and has been holding the clipboard since. Now he wants a starting job and someone should give it to him.
Though Glennon has been heavily linked to the Bears, I have a feeling that Chicago will wise up before it's time to put pen to paper. That leaves another quarterback-desperate team to swoop in and land the NC State product: the New York Jets. After a second gamble on Ryan Fitzpatrick turned out predictably horrible, their left near-vacant at the position. Glennon is an easy upgrade over Bryce Petty and Christian Hackenberg and would help the Jets take a step forward immediately.

29. Barry Church, SS – Dallas Cowboys
Much like Brandon Carr at cornerback for the Dallas Cowboys in recent years, Barry Church isn't the type of player that's going to consistently put up highlight-reel plays. However, he's a solid and versatile safety that rarely makes mistakes. Both he and J.J. Wilcox, the Cowboys backup at strong safety, are slated to hit the open market. With Dallas strapped for cash, they'll likely go with the cheaper option in Wilcox.
Subsequently, Church will likely not have a star on his helmet for the 2017 season. Instead, I see him going to a team that needs a veteran presence who isn't a liability in the secondary, the Carolina Panthers. Church would fit in beautifully on the back end of Ron Rivera's defense and be a key component in helping them try to get back to the postseason.

28. Nick Fairley, DT – New Orleans Saints
Nick Fairley seems to always be perpetually underrated when it comes to his perception versus his performance on the field. The former Detroit Lions defensive tackle has been disruptive and effective in each of the past two seasons, both played on one-year deals. After a stint with the New Orleans Saints, he's scheduled to become a free agent.
However, the Saints would be wise to not let him test the market much at all. New Orleans has neglected their defense largely for many years in the Drew Brees era and letting a player as talented as Fairley walk would only exacerbate the problem—even if they sign other free agents. Retaining him should be near the top of their offseason to-do list.

27. Pierre Garcon, WR – Washington Redskins
Kirk Cousins has been undeniably productive over the past two seasons with the Washington Redskins, even if the team can't make up their minds on if he's their future or not. However, we'd all be remiss to not acknowledge the fact that he's had a vast complement of weapons to help him emerge as a quality starting quarterback in the NFL. Underrated in that regard is veteran Pierre Garcon.
Like clockwork, Garcon flirts with 1,000-yard seasons on the outside. It's not flashy often, but he's a reliable weapon that's savvy and sure-handed. However, with both he and DeSean Jackson hitting free agency, it's not out of the question that both are gone from D.C. next season. That leaves the Los Angeles Rams in a position to finally get Jared Goff a reliable veteran weapon to help grow with.

26. Riley Reiff, OT – Detroit Lions
As stated, there are a number of teams that are going to be in the business of improving their respective offensive lines. However, the unfortunate truth is that both free agency and even the draft aren't rife with game-changing talents along the offensive front. That means that there will be bidding wars and that these free agents can choose to go to a quality situation.
Though Riley Reiff was in a quality situation with the Detroit Lions, I think he looks to improve his odds. The New York Giants aren't many pieces away from being contenders and shoring up their left tackle spot (a.k.a. replacing Ereck Flowers) is one of those pieces that they need. Reiff is far from spectacular, but he's a solid, above-average player at the position that could make a world of difference.

25. Ricky Wagner, RT – Baltimore Ravens
When you talk about players that are going to see a massive increase in pay from the 2016 season to 2017 and beyond, Ricky Wagner might be at the very top of that list. Solid against the run and elite at right tackle against the pass, Wagner has established himself as one of the best young players at his position in the game. Now he'll reap the rewards of doing so.
He's going to come with a hefty price tag, one that's uncommon for a tackle that isn't going to be playing on the left side. However, he's worth it given his prowess at just 27 years old. And he's worth it to a team like the Minnesota Vikings. After watching Sam Bradford and any running back they trotted out last season fear for their lives, Wagner would be an instant upgrade that they should go all-out to make.

24. Larry Warford, OG – Detroit Lions
Our third-straight offensive lineman in a row, Larry Warford has quickly established himself as a premier guard in the NFL. At just 25 years old, he's been above-average to fantastic in each season that he's been on the interior of the Detroit Lions offensive line. Now he's set to hit the open market and he too will be seeing quite a big number on his paychecks henceforth.
Especially with Reiff also hitting free agency, the Lions would love to be able to re-sign one or both of them. Unfortunately, I don't think they're able to land either of the two. Warford is going to see big money from other teams and the Jacksonville Jaguars are a likely candidate to throw it at him. We've seen the Jags over-pay before to get their guy and that could happen again here.

23. Alan Branch, DT – New England Patriots
If you're looking for pass rush up the middle from your defensive front, Alan Branch is not the player for you by any stretch. However, he's a veteran giant that can stuff the run with some of the best defensive tackles in the league. The New England Patriots know exactly what Branch is and know how valuable having a player with his expertise is.
With so much work to do to retain key free agents, Branch figures to be a player that the Patriots aim to bring back. They can't do that with everyone, but the big man on the defensive front is valuable enough to their defense that they can't afford to see him walk. He'll be back in Foxborough for at least one more year, though likely longer.

22. Micah Hyde, CB/S – Green Bay Packers
Quality isn't the first term that comes to mind when you think about the Green Bay Packers defense in the 2016 season—particularly when it comes to the secondary. They were torched time and again through the air over the course of the year and it's something they must address to contend moving forward.
Part of addressing that will include retaining the guys who actually have been bright spots for that unit, and Micah Hyde fits the bill. With the ability to play both cornerback and safety, he's a player with versatility that any defensive coordinator would love to have at their disposal. What's more, he's been a consistently solid presence wherever he's playing, even in down years for the Pack's defense. He won't get far from Lambeau.

21. Brandon Marshall, WR – New York Jets
Everyone knew that the New York Jets were going to have to go to work to clear up cap space for the 2017 offseason. However, that didn't make it any less jarring to see them cut ties with wide receiver Brandon Marshall (though maybe we should've expected it seeing as how they also cut Nick Mangold). Now he's set to sign elsewhere and the receiver-needy teams around the league have to be interested.
If there's a wideout available, you better believe that the Philadelphia Eagles are going to be looking at him in free agency. While the home run target might seem to be Alshon Jeffery, I'd actually prefer Marshall if I'm the Eagles. He's a quality veteran presence to help Carson Wentz grow while also being a reliable No. 1 option. Yes, he's not a long-term option, but he's also not going to get paid like one and could greatly benefit the offense in the process.

20. Adrian Peterson, RB – Minnesota Vikings
Let's just call him the 2017 NFL free agency lightning rod at this point. The two opinions about anyone's favorite team signing Adrian Peterson following his release from the Minnesota Vikings seems to be either "Absolutely not!" or "Yes, please!" with no real in-between. Considering his track record while also realizing he'll be 32 years old when the season starts, that's not surprising.
So where does All-Day land to try and prove he's still got gas in the tank? This is probably as bold as we're going to get with these predictions, but Peterson is going to chase a title. The market isn't going to be as lucrative as I'm sure he'd like, so settling for a chance at a Super Bowl ring on a short-term deal with the New England Patriots would make sense.

19. Logan Ryan, CB – New England Patriots
Speaking of the Patriots, the defending Super Bowl champions have another pending free agent from their defense. Malcolm Butler might get most of the shine at cornerback for the Patriots, but Logan Ryan is one hell of a player. He's high-caliber in coverage and an underrated threat when he gets after the quarterback in blitz packages.
Because of that, he's also going to demand a massive contract and deservedly so. However, New England can't afford to give him that this offseason with all the other work they'll have to do. A team with the potential to spend big in free agency will pay heavily for a cornerback of his talents. Though the Jaguars are already paying heavily for Larry Warford in these predictions, I think they do the same to replace Prince Amukamara with an improvement in Ryan.

18. T.J. McDonald, S – Los Angeles Rams
One team that hasn't been mentioned much in these predictions is the Cleveland Browns. That might seem a bit odd considering that they have roughly $103 million in cap space to operate with this offseason. However, as a team in the midst of a massive rebuild, they don't need to be going too crazy in NFL free agency. With that said, Cleveland landing T.J. McDonald would be a solid move.
There aren't many areas for the Browns that don't need addressing, but safety is certainly among them. They would be getting a high quality coverage safety in McDonald if they were able to land him on the open market, though his support against the run isn't what you'd like it to be. However, he's still young and could do well under Gregg Williams, who he's familiar with.

17. Johnathan Hankins, DT – New York Giants
With the arrival of Damon Harrison via free agency last offseason, Johnathan Hankins felt like a player who slipped under the radar for the New York Giants over the 2016 season. Much of that is admittedly due to the fact that he struggled much of the year, a rarity for a member of the Big Blue defense in 2016. However, the big man's poor outing this past season isn't the norm.
Hankins has been a productive and disruptive force up the middle in each season prior to 2016. When it's just the one year that stands out, it might kill a little bit of a player's value, but it shouldn't make teams think that's what to expect. Again, the Colts need to take advantage of any area they can as they look to improve their defense and I think they do so with Hankins, getting somewhat of a bargain on a quality defensive tackle coming off a bad contract year.

16. Martellus Bennett, TE – New England Patriots
As far as team-building goes, the New England Patriots are pretty much the poster-child for how it should be done. Case in point should be landing Martellus Bennett to slot in as their second tight end. When Rob Gronkowski went down with an injury that was ultimately season-ending, he became the No. 1 tight end and the rest is history for New England.
Bennett said after the Super Bowl that "champions get paid" and he's right as he enters free agency. However, I don't think it's New England that's going to be paying him. Following trading Julius Thomas to the Miami Dolphins, the Jaguars will spend again and try to find an answer at tight end again by putting a big number in front of Bennett, one too big for the veteran to pass up.

15. Andrew Whitworth, OT – Cincinnati Bengals
In this offensive line class, Andrew Whitworth is definitively the best tackle of the bunch. He has a long, proven track record of being a wall on the edge of the Bengals offensive line and hasn't shown any signs of slowing up. Though he's 35 years old, Whitworth hasn't given teams any reason to believe that he's about to drop off a cliff in terms of his effectiveness.
Because of that and with Kevin Zeitler at guard also hitting free agency, Cincy has to do everything in their power to try and bring back the veteran left tackle. Considering that the Bengals took a step back as a whole last season, they need to keep Andy Dalton upright and healthy. Whitworth returning helps to accomplish that moving forward.

14. DeSean Jackson, WR – Washington Redskins
DeSean Jackson is one of the most sure things available in free agency. He's not a sure thing in that he's going to be able to become a No. 1 receiver immediately. However, Jackson is sure in regards to any team that signs him knows what they're getting. He's a premiere deep threat with sure hands and a proven track record of making big plays in the passing game.
All signs seemingly point to the Washington Redskins not bringing him back, regardless of if that's the prudent move or not. That leaves the door open for a team to sign him to beef up their receiving corps. Continuing what I project to be a busy offseason, I say the Tampa Bay Buccaneers add the perfect complement to Mike Evans with an elite veteran burner in Jackson.

13. Tony Jefferson, S – Arizona Cardinals
By all accounts, Tony Jefferson is one of the most versatile players that's going to hit the open market in the 2017 offseason. With the capability to slot in at both safety spots in addition to being an above-average coverage safety and elite in coming up against the run, there is going to be a heavy market trying to land his services.
As the Tampa Bay Buccaneers try to get over the hump, one of the roadblocks they face this offseason is that both of their starting safeties from the 2016 season, Chris Conte and Bradley McDougald, are set for free agency as well. Jefferson would be an upgrade at either position and help to solidify their defense with hopes of competing in the NFC South.

12. T.J. Lang, OG – Green Bay Packers
T.J. Lang has been one of the best offensive guards in the league for essentially the past four years. Keeping Aaron Rodgers upright and safe is the most important factor that the Packers have to try and control on a year-to-year basis. Subsequently, the Green Bay front office has to recognize the important role that Land plays in keeping their offense humming.
Due to that, I don't see any way that Lang is playing outside of Lambeau Field for his home games in the 2017 season. The Packers have long been a team that takes care of their own. When it comes to a high-caliber player who's one of the best at his position, don't expect that trend to be bucked this offseason.

11. Zach Brown, LB – Buffalo Bills
Perhaps the most underrated free agent on the market is linebacker Zach Brown. After signing with the Buffalo Bills last offseason on a one-year deal, the 27-year-old that was selected in the second round in 2012 by the Tennessee Titans had the best year of his career. He was tackle-hungry monster that was good against the run and even better against the pass.
For how great the Kansas City Chiefs have been this season, they need to add youth in the middle of their field, especially with another injury-plagued season for Derrick Johnson. They have other moves to make, but adding Brown would be a massive upgrade to help this team try and get over the hump—finally.

10. Nick Perry, EDGE – Green Bay Packers
Since coming out of USC, Nick Perry has developed into one of the more underrated edge rushers in the entire league. With how important having a pass rush is in the modern NFL, he's been a tremendous asset to the Green Bay Packers. Now that he's set to hit the market, though, they have an interesting decision to make regarding whether or not to retain him.
Ultimately, I think they come to the decision that it's worth it to do so. With Julius Peppers likely heading elsewhere in the twilight of his career, the Packers should see the need to keep a 27-year-old (his age at the start of the season) pass rusher that's entering his prime as a part of their struggling defense.

9. Stephon Gillmore, CB – Buffalo Bills
After being inconsistent in his first two seasons with the Buffalo Bills, Stephon Gillmore put forth two seasons of elite play at cornerback in 2014 and 2015. Playing in a contract year in the 2016 campaign, though, he took a slight step back. Even still, he was a solid player in coverage that will have a big market in free agency.
One team that needs a player of his talents is unquestionably the Chicago Bears. Though they have more talent than some rebuilding teams in this league alongside them, their secondary leaves a tremendous amount to be desired. With cap room to burn, they'll make a big move by landing Gillmore to try and start remedying the issues they've had in coverage for a few years now.

8. Terrelle Pryor, WR – Cleveland Browns
For my money, the Cleveland Browns would be making a mistake to let Terrelle Pryor leave. The converted quarterback was a revelation in the 2016 season for the Browns, despite the fact that he played with five different quarterbacks throwing the ball his way. He put up a 1,000-yard season and he's only going to get better, even if he's 27 years old.
However, all signs currently point to him not coming back to Cleveland. Subsequently, I think another receiver-needy team—and one with much better outlook than the Browns—comes in. Marcus Mariota and the Tennessee Titans need to beef up their receiving corps this offseason. Pryor would give them that and fit right into the growing Titans.

7. Dontari Poe, DT – Kansas City Chiefs
There's a good chance that Dontari Poe is going to get overpaid in free agency. Yes, he's a physical force that is going to help whichever team he ultimately signs with. However, he's also not an every-down player at this point, but he's more than likely going to be paid like one because of how dangerous he can be and perhaps with the hope that he will be a three-down player.
With a number of teams looking to make the middle of their defensive front more imposing, I think the Cincinnati Bengals emerge as the team that will land the services of Poe. They have a need to add youth and force to their defense and making a splashy signing such as Poe would be a fantastic way to make that happen.

6. Brandon Williams, DT – Baltimore Ravens
Numerous teams this offseason are in need of run support on their defensive front. Lucky for those teams, there are a number of quality options available. Brandon Williams of the Baltimore Ravens is among those players as he's been a consistent force up the middle of the stout Baltimore defense.
You have to imagine that a slew of possible contenders will be pursuing the services of Williams. However, one team that needs desperately to improve against the run if they're going to vie for a Super Bowl is the Oakland Raiders. Their defense was their weak spot last season—even with Khalil Mack getting after quarterbacks. They'll add Williams to help shore things up in a big way.

5. Kevin Zeitler, OG – Cincinnati Bengals
Though the offensive tackle market might be mediocre in 2017 NFL free agency, one of the best guards in football will be available in the form of Kevin Zeitler. Whether it's against the run or pass, the big man out of Wisconsin has been a force on the Bengals offensive line since entering the league. However, I don't think he's going to be playing in Cincy any longer.
Once again, I see John Lynch and the San Francisco 49ers going wild in free agency with their $93 million in cap space they're working with. One of their biggest needs is on the interior of their offensive line (or really just getting younger and deeper on the line as a whole). Zeitler would fill that marvelously and be a nice chip to add to the rebuild in the Bay Area.

4. A.J. Bouye, CB – Houston Texans
The major knock that many have against A.J. Bouye as he's set to hit the open market is that the cornerback doesn't have much experience under his belt. That makes sense considering that he was lower on the depth chart even entering 2016, but was forced into action due to injury. However, he performed as one of the best cover corners in the league once he got on the field.
As the Houston Texans have big fish to fry this offseason, I don't see them re-signing Bouye. As such, he's heading elsewhere to get a nice pay-day. Though the Browns won't be as active as they could be, I think they go after Bouye to try and bolster their secondary along with the signing of McDonald at safety. Add in the likely selection of Myles Garrett and Cleveland would have the makings of a quality defense.

3. Alshon Jeffery, WR – Chicago Bears
Alshon Jeffery is the name that many people are talking about in free agency and rightfully so. Though he's had injury issues throughout his career, the one thing that is clear is that he's a true No. 1 wide receiver when he's on the field. After the Chicago Bears chose not to hit him with the franchise tag, it's almost certain that he's not going to be part of their rebuild.
That leaves a lucrative market for wideouts with Jeffery at the top. Though plenty of teams are mentioned that make sense, I don't see the San Francisco 49ers not trying to make a splash in free agency and signing Jeffery will certainly do that. Their receiving corps is non-existent, so I see them over-paying for Jeffery and it simply being too much money for him to refuse.

2. Calais Campbell, DE – Arizona Cardinals
In all likelihood, I have Calais Campbell ranked much higher in this free agent class than most people. Perhaps because he'll be 31 years old when the 2017 season starts or maybe because of how the Arizona Cardinals struggled last year, people aren't high enough on him in my opinion.
Campbell is one of the premier players at his position, presenting a matchup nightmare at all times. It's simply hard for opposing linemen to contend with the 6-8, 300-pound behemoth. He's also been absolutely pivotal to the success of Bruce Arians' defense in Arizona since the Cards drafted him out of Miami in 2007. It might be his last sizeable contract, but I don't see the Cardinals letting him get away.

1. Dont'a Hightower, LB – New England Patriots
The top of these rankings don't end with much excitement. For my money, there's no better free agent available this offseason than Dont'a Hightower. The inside linebacker for the Pats is incredible versatile and, in essence, the heart of the New England defense. He can recognize and stop the run well, but is even better when dropping back and defending in coverage. Hightower is simply magnificent.
Of all of the players that I believe the Patriots are going to have to let go this offseason, this one isn't getting away. Hightower will be back in New England after Belichick finally forks over some big money. Though it may nearly kill him to do so, it's worth it to their defense.
