A three-member panel upheld IndyCar's decision last weekend to allow Honda to use a compressor cover for its single turbo-charged engine.
General Motors officials, who provide the Chevrolet engines to the series, filed the protest April 18. Chevy and Lotus both use twin turbo-charged engines.
The ruling means Honda won't have to change an engine that has won all three races this season.
General Motors has until 5 p.m. Monday to appeal the decision, which would be heard by Brian Barnhart, IndyCar's director of operations and the former head of race control. The panel that issued Thursday night's decision consisted of Hans Peter Kollmeier, Jack Snyder and Jim Voyles.
