Impact The Dodgers claimed Phillips off waivers from Tampa Bay on Monday, and now the right-hander will be active for Tuesday's matchup with Pittsburgh. Phillips made just one appearance with the Rays this season, allowing one one across three innings. He owns a career major-league ERA of 7.26, so it seems very unlikely that he'll pitch in any high-leverage innings going forward.
