Looking at Week 4 return Coach Kyle Shanahan said the 49ers are aiming for Samuel (foot) to make his season debut Week 4 against the Eagles, Keiana Martin of the 49ers' official site reports.

Impact Shanahan explained the decision to place Samuel on injured reserve Saturday, telling Nick Wagoner of ESPN.com that the wide receiver had some lingering soreness in his left foot that developed into a "little bit of a setback." Consequently, Samuel has a few weeks to complete his rehab from June surgery on a Jones fracture in his left foot with the hope he'll be available Oct. 4 versus Philly. In the meantime, the 49ers will rely on Kendrick Bourne, Trent Taylor and Dante Pettis in a receiving corps that also has question marks surrounding Brandon Aiyuk (hamstring) and Richie James (hamstring).

Impact The decision means Samuel will not play for at least the first three weeks of the season. It's a bit surprising considering coach Kyle Shanahan was hopeful the second-year wideout would be able to practice this week. Whether Samuel suffered some sort of setback or the 49ers are just being cautious remains to be seen, but the move likely benefits the short-term fantasy values of Kendrick Bourne, Trent Taylor and Brandon Aiyuk (hamstring) in the meantime.

Ruled out Samuel (foot) has been ruled out for Sunday's game against the Cardinals, Cam Inman of The San Jose Mercury News reports.

Impact Coach Kyle Shanahan was optimistic about Samuel returning from mid-June foot surgery for Week 1, but the wideout never even made it to the practice field this week, instead remaining focused on his rehab. With no report of a setback, it's possible Samuel could return as soon as Week 2 or 3. In the meantime, the 49ers will rely on some combination of Kendrick Bourne, Trent Taylor, Dante Pettis and Richie James, plus rookie first-round pick Brandon Aiyuk (hamstring, questionable) if he's available. Bourne, Taylor, Pettis and Aiyuk are the favorites to see Week 1 snaps and targets.
