UEFA President Michel Platini has warned Croatia its national and club teams face a lengthy suspension from European competitions if fan violence continues.
Platini has told state president Ivo Josipovic in a meeting that Croatia must begin dealing with its hooligan problem this year.
Dinamo Zagreb fans have caused violent incidents in Romania, the Czech Republic and at home in recent seasons.
Platini says Croatia should prosecute hooligans swiftly, ban them traveling abroad to matches, and improve international police cooperation.
Josipovic says Croatia is preparing new laws.
UEFA says its executive committee has approved a zero tolerance approach and will closely monitor Croatia this year.
