The Greek government says it has reached a compromise with the national football federation about a licensing dispute after FIFA warned it could impose an international ban because of political interference.
Panos Bitsaxis, the general secretary for sport, says a state-controlled oversight committee will investigate teams for alleged licensing breaches but the federation will decide on sanctions.
The committee was recently granted expanded powers to examine whether professional clubs meet licensing requirements. The government argues the provisions in a new law are vital to clean up professional leagues amid an ongoing investigation into match-fixing.
Kavala and Volos were demoted to the fourth division due to their owners' involvement in a match-fixing scandal, while Iraklis was relegated after being denied a license because of unpaid debts.
Bitsaxis met with FA officials on Tuesday and the results of the meeting were published on a government website Wednesday.
