Plans to hit portal Locklear will enter the transfer portal, per Pete Nakos of On3.com.

Impact Locklear started seven games in 2025 and appeared in nine, tossing for 1,418 yards, 13 touchdowns and 11 interceptions while completing 55.2 percent of his passes. He also ran for 396 yards and eight scores. It was a rocky season for the redshirt junior in his second lap around the track at UTEP, but now, he'll look for another program with one year of eligibility remaining.

Impact Imagine playing in a college football game, throwing four touchdowns, but still hurting your TD-to-INT ratio. It's understandable why the UTEP staff tried to move away from Locklear this offseason. The problem was it took a shot on Malachi Nelson, now locked in as an all-time recruiting bust. It's easy to assume the Miners will try to replace Locklear again this offseason.

Impact Locklear isn't the best passer, though he is better than Malachi Nelson, but he does bring a dynamic to the offense that helps it move. In what amounts to essential six games worth of action Nelson has rushed for 401 yards and eight touchdowns.

Rushes for two TDs Locklear went 14-for-29 for 125 yards against Missouri State on Saturday. He also ran 16 times for 56 yards and two touchdowns.

Impact It's clear to see what Locklear brings to the UTEP offense over Malachi Nelson (other than the fact Nelson is bad at football). He's not the best passer, but over his last five games Locklear has rushed 77 times for 321 yards and seven scores.

Totals four TDs Locklear went 16-for-32 for 244 yards, two touchdowns, and an interception against JSU on Saturday. He also ran 17 times for 82 yards and two scores.

Impact In this game you can see why Locklear took the QB job back, but also why UTEP wanted to look for another option. This is his second game with multiple passing and rushing scores. He's also completed 57.5 percent of his passes on the season with six turnovers in his last five games.

Central to the run game Locklear went 14-for-29 for 160 yards and two touchdowns against Kennesaw State on Tuesday. He also ran the ball 23 times for 77 yards, but lost a fumble.

Impact The Miners really turned the offense over to Locklear in this one. While sacks count as rushing stats for quarterbacks, Locklear was sacked three times, which means he ran the ball 20 times. Of course, he didn't necessarily run the ball well, and he completed under half of his pass attempts.

Totals four TDs Locklear went 21-for-26 for 236 yards, two touchdowns, and an interception against Sam Houston on Wednesday. He also ran 13 times for 48 yards and two touchdowns.

Impact This may make you wonder why it took so long for the UTEP staff to turn from Malachi Nelson back to Locklear. However, a grain of salt or two is necessary. It appears that Sam Houston is the worst FBS team this season, so Locklear really just took care of business as opposed to impressing.

Struggles in first start Locklear was 9-for-17 passing for 90 yards and two interceptions during Wednesday's 19-8 loss to Liberty. He also had eight rushes for 58 yards with one touchdown.

Impact Though Locklear made his first start of the season against Liberty on Wednesday, the game turned out to be one he will likely want to forget. The 5-foot-11 quarterback struggled to get things going against the Flames, totaling just 90 yards through the air while throwing a pair on interceptions without a touchdown. He did manage to find the end zone on the ground, however, crossing the goal line on a 13-yard scamper in the fourth quarter to bring UTEP to within 11. Locklear looks set to continue to compete with fellow signal caller Malachi Nelson for the starting job, with his next opportunity coming against Sam Houston State next Wednesday.

Locklear is expected to serve as the primary backup at least to start the season behind Nelson.

Impact This game was always in line to turn out rough for the Miners, and that proved true. Locklear has been in-and-out of the starting role this season, but if he plays well in the season closer against NMSU, he'll be the favorite to have the job next season.

Impact Locklear missed UTEP's last game with a concussion, but he returned in style. Now, this game did go into double overtime, but this is the former APSU player's first game with multiple passing touchdowns, and he was clearly efficient.
