Tigers table bid for Hooper
Scottish Football League clubs have voted narrowly in favour of a merger with the Scottish Premier League.
The proposals required the support of 22 clubs, and Sky sources understand the motion was passed 23-6 at Wednesday's meeting.
SPL clubs have already backed the revamp, which will mean a renegotiated distribution of revenue and expanded play-offs.
The current league structure in Scotland will remain the same after plans for a new 12-12-18 set-up were rejected back in April.
Scottish Football Association chief executive Stewart Regan had urged clubs to back the merger, saying: "If approved, it will allow us to take the game forward.
"What is important for us is to get a single league body, a fairer distribution of income, play-offs introduced to get some excitement and to put in the parachute payments and pyramid system that will drive the game forward."
The 6ft 3in centre-back, 25, has turned down a fresh deal at Adams Park in order to join Shrews, with the move officially going through on July 1.
Winfield started his career with Aldershot before joining Wycombe in 2010 and making over 100 appearances for the club.
Shrews boss Graham Turner told Town's official website: "He's delighted to be joining us and sees it as a big challenge.
"He's a big, strong lad who is effective in both boxes.
"It's a big challenge for him coming here and there's plenty of scope for him to improve yet."
Winfield becomes Town's second signing of the summer after versatile Bolton defender Alex McQuade.
Tigers boss Steve Bruce is determined to land the highly-rated 25-year-old, who was the subject of keen interest from Norwich in January.
Norwich manager Chris Hughton had four separate offers rejected by Celtic, but he is believed to be considering another bid for Hooper over the summer.
