Ramage, released by Rangers at the end of last season, spent time on loan with the Eagles during the 2011/12 campaign and has recently been training with the Championship club.
He told his Twitter followers: "Finally put the old autograph to paper on permanent deal at ?cpfc. Couldn't be more happy to be back at Eagles, can't wait for season."
Palace manager Dougie Freedman has been looking for further defensive options after the departures of Nathaniel Clyne and Anthony Gardner, and Ramage can play anywhere across the back four.
