Jamaican striker Fuller has dropped down a division to move to The Valley after six seasons with Stoke.
The 32-year-old was introduced to the Addicks fans during half-time of the 2-1 win over Leicester on Tuesday night and could make his debut against Hull this weekend.
Powell said: "It's a good signing for us.
"Ricardo is a Premier League player who will excite us, and it's a statement of intent that we want to get better and improve.

"I spoke to many people about him and Stoke boss Tony Pulis was fantastic with regard to what he said about Ricardo, so I'm pleased. Now we want to make sure he's fit and raring to go before we put him in the team."
