Rotherham boss Steve Evans has confirmed MK Dons striker Ryan Lowe has turned down a move to the Millers.
Lowe, 34, has been made available for loan by Dons boss Karl Robinson and was linked with League One leaders Tranmere earlier this week.
The Millers agreed a deal to bring Lowe to New York Stadium, but he was not prepared to drop down to the bottom tier.
"We tried to take Ryan Lowe, we agreed a deal, but he didn't want to come and play in League Two," Evans said.

"If he doesn't want to play in League Two then he can't sign for Rotherham.
"I agreed the deal with Karl Robinson earlier in the week, but he said he wanted to play higher."
