The Uruguayan midfielder has also agreed to sign a four-year contract with the Nerazzurri should he impress during the 2012-13 season.
Gargano made 163 league appearances for the Partenopei and joins a host of new recruits including Antonio Cassano and Rodrigo Palacio at the San Siro.
Speaking to Sky in Milan yesterday, the 28-year-old said: "I'm moving to a great club.
"Inter have wanted me for a while and so I will do my best to repay them."
