Burge facing Vale action
Tottenham will be without the suspended Gareth Bale for their UEFA Europa League last-16 second-leg tie away to Inter Milan on Thursday night.
The in-form Welshman is suspended for picking up a yellow card for simulation in his side's 3-0 victory in the first leg, which was his third booking of this season's competition.
The now fully-fit Emmanuel Adebayor (knee) and winger Aaron Lennon (hamstring) have made the trip to Italy, but the latter faces a late fitness test.
Clint Dempsey has recovered from injury but has not travelled, and remains at the training ground ahead of Fulham on Sunday.
Goalkeeper Samir Handanovic is back in the Inter squad after missing a defeat to Bologna at the weekend due to suspension.
Andrea Ranocchia has been included in the squad despite being operated on this week to cure a nose problem.
Diego Milito, Walter Samuel, Zdravko Kuzmanovic and Yuto Nagatomo all remain on the sidelines.
Burge did not feature in Vale's squad for Saturday's 2-1 home defeat to Southend or Tuesday night's 2-0 reverse at Bristol Rovers.
On Tuesday he took to Twitter to explain his latest omission, writing: "5 mins from Bristol and told not to bother coming, I'm not needed for the game. ?cheers."
He later added: "For starters the plan was for me to be picked up by the coach at Michael wood services, I should never have been making my own way there" to which he followed that up with "After numerous unanswered calls and txts (sic) the one time I hear anything back it's a message to tell me to go home I'm not needed."
However, Adams insists Burge, who was pencilled in to start against Rovers, was left out due to poor time-keeping.
"Ryan didn't turn up for the pre-match meal," Adams told reporters following the defeat at the Memorial Stadium.
"He should have been at the hotel at 4.30pm and he still wasn't there at 5.15, so what am I supposed to do?
"Then he puts a load of rubbish on his Twitter feed. It's absolute nonsense and he's going to be disciplined.
"Just when we need people, he does that. Not to me, but to his team-mates. He was in the team and I had to change it. I'm gutted for rest of the lads."
