A FIFA expert panel is proposing that referees should be more lenient with players who give away a penalty.
The FIFA Task Force Football 2014 says a so-called ''triple punishment'' of penalty, red card and suspension is too severe.
It wants referees to show just a yellow card for simple fouls in the penalty area, with red cards reserved for violent fouls and handball offenses which stop a certain goal.
Franz Beckenbauer, the panel's chairman, says ''a penalty is enough'' punishment in most cases.

FIFA will now present a new draft to its rules-making panel which meets in March.
FIFA created the task force to suggest ways of improving football before the 2014 World Cup in Brazil.
