SEC no longer allows transfers with 'serious misconduct' issues

The SEC has changed its bylaws regarding players transferring into the conference. 

Georgia’s proposal to ban transfers who committed “serious misconduct” has passed.

The SEC defines “serious misconduct” as ”sexual assault, domestic violence or other forms of sexual violence.” Via Sports Illustrated's Andy Staples

The fact that this proposal passed is somewhat surprising, but it’s hard to argue against it.
