Blackburn's operations director Paul Agnew has left the club after 17 years.
The news that the 55-year-old, who also held the position of general manager, would be departing Ewood Park was announced in a short statement on the club's website.
It said: "The club would like to announce that Paul Agnew is no longer employed by Blackburn Rovers Football & Athletic Plc and would like to thank Mr Agnew for his service as operations director over the last 11 months."
Agnew, a former chief executive at Preston, recently launched a freeze on season ticket prices as Rovers look to win back supporters after a campaign which saw five managers in the dugout.
The Penarol player, 20, spent time on trial at Old Trafford at the end of last season, and David Moyes has given his approval for the deal to be completed.
Varela travelled over to London from Uruguay on Thursday and spoke to Futbol a lo Penarol radio before he left.
Varela said: "I will have a medical on Friday and on Saturday I join the Uruguay Under-20 national team.
"I will have to learn English, Rodolfo Catino [Penarol's club treasurer] taught me something, the structure is impressive."
Rodolfo Catino also spoke to Futbol a lo Penarol radio before travelling to England. He added: "The deal has been agreed, we now have to discuss some points, there won't be any percentage regarding any future transfer.
"The deal can be as much as 2.8million Euros. Guille will adapt quickly to Manchester."
