Football greats Pele, Franz Beckenbauer and Bobby Charlton have missed the first meeting of a FIFA task force implemented to suggest ways of improving football before the 2014 World Cup.
FIFA says committee chairman Beckenbauer could not attend Tuesday's meeting for health reasons. Pele, who was appointed Beckenbauer's deputy, and Charlton were absent for unspecified reasons.
Former Brazil captain Cafu stood in for Pele.
FIFA President Sepp Blatter created the task force because he was unhappy at the quality of matches and entertainment at the 2010 World Cup in South Africa.
