Wolves chief executive Jez Moxey has slammed the attitude of the "bigger clubs" towards match officials and called for tougher sanctions.
Moxey has accused high-profile players of thinking they are "above the rules" with their attitude towards officials and wants more yellow and red cards handed out to try to eradicate the problem.
Moxey said: "Some players need to show more respect and restraint.
"The main culprits seem to be the so-called bigger clubs with the more high-profile players who appear to think they are, at times, above the rules.
"It's outrageous for a player to turn his back on a referee when he's being booked and for players to be 'ganging up' on officials.
"This behaviour is done with the intention of giving them an unfair advantage over the opposition.
"We should eradicate this behaviour whereby outward shows of disrespect would be a bookable offence and, if repeated in the same sequence, result in a sending off.
"It would probably result in two or three sendings off in some games, but players would quickly learn."
Moxey, who is one of the Premier League representatives on the FA Council, added: "There is still too much haranguing of referees by players.
"We've discussed this informally at Premier League and FA meetings and I would wholeheartedly support a much firmer approach."
