Steve Evans' Rotherham, Bradford and Gillingham are among the bookmakers' favourites, but Bull feels less fancied teams are also in with a shout of finishing in the top three.
He told the Bucks Free Press: "I would imagine in League Two this season there's 15 or 16 managers thinking realistically they can go up.
"That's my thoughts as well. I look through the table and I see 12 to 16 teams that are capable of promotion.
