But the Paraguayan has over 30 goals in his previous two seasons and sources in German claim Fulham are closing in on a deal for the striker, who will cost in excess of £7million.
Klopp did not confirm a deal with Fulham, but he did admit Dortmund were not done in the transfer window.
"We will have things left to do (until the end of the transfer window)," he told Ruhr Nachrichten.
