Hoyer Drops: After the disappointing game in Jacksonville, QB Brian Hoyer dropped to No. 22 in QB rating to 88.0. He was 20th in fourth quarter passer rating at 83.1.

Hoyer was just 16-of-41 for 215 yards with an interception and a 46.3 rating against Jacksonville.

"All the way around, we just didn't play well enough to win," Hoyer said on Monday. "I had a few missed throws and could've been more patient."

Hoyer said it would be a mistake to overreact after a poor performance.

"There's always an overreaction whether you win or lose because there's only one game a week," Hoyer said. "We're ready to move on to Oakland and not let (the loss) linger. Sunday can't come fast enough."

"It's hard to be successful when you're harassed the whole game," Pettine said.

Pettine was asked if he considered putting rookie QB Johnny Manziel into the game in the late stages.

"We didn't," he said. "It was discussed briefly."

Pettine said the plan is week to week if a package is put together for Manziel to play.

"Nothing has changed," Pettine said. "We're not going to hit the panic button after one loss. Brian is firmly the starter."

Rushing Drops: The Browns third-ranked rushing attack slipped to No. 7 with their worst performance of the season. The Browns averaged just 2.3 yards a carry on 69 yards on 30 carries.

"It was a bad game," Tate said. "That's going to happen. We now have to get ready for Oakland."

Tate had 16 rushes for just 36 yards and RB Isaiah Crowell had just 18 yards on seven carries. RB Terrance West had 8 yards on five carries.

West was in the rotation after being inactive in the win over the Steelers. However, he didn't play in the second half after two runs for one yard before the Browns turned the ball over on four downs with less than two minutes left in the first half.

West admitted he should've gotten the first down on second-and-2 from the Jacksonville 25.

"I could've got the first down and missed the cut, but I went for the big play," he said.

"I see it as a rookie learning," Pettine said.

West explained his thinking.

"I knew I had limited reps, so I was trying to go for a big play."

Taylor, Rubin Update: Pettine said that he doesn't expect DL Phil Taylor (knee) back this week from arthroscopic surgery.

"Phil's progressing, don't think we'll see him this week."

DL Ahtyba Rubin (ankle) practiced last week but was inactive for the game. Pettine said that he's getting a second opinion on the ankle and surgery might be an option.

Small Signed; Agnew Waived: The Browns dropped FB Ray Agnew and signed FB Kiero Small off the practice squad.

Agnew started Sunday's game at Jacksonville and played 18 plays (24 percent). He caught a 3-yard pass on the opening play of the game. He had started the first six games of the season.

"We're built on competition," Pettine said. "He's been doing an outstanding job on the practice squad."

Small (5-9, 242) is an undrafted rookie free agent from Arkansas.

It is possible the Browns will re-sign Agnew to the practice squad if he goes unclaimed. He is an undrafted rookie free agent from Southern Illinois.

McDaniel Cut: DL Jaccobbi McDaniel posted on his Twitter account that he had been 'cut' by the Browns. McDaniel was in the locker room during the portion of practice open to the media.

McDaniel was elevated from the practice squad for the Jaguars game and he played 21 snaps. He had a batted down pass.

The team hasn't confirmed whether that has happened.

Change on Line?: Pettine said the coaching staff will evaluate the offensive line's play with John Greco at center and Paul McQuistan at right guard.

The Browns had their lowest rushing total of the season and Hoyer was sacked three times.

"We'll address it," Pettine said. "When you lose a player of Alex (Mack's) caliber, everybody has to step up and we didn't"

One option is to put OL Nick McDonald at center and move Greco back to right guard.

Worth Quoting: Pettine was asked if he regretted going for it on fourth down before the half that turned into a 10-point swing.

"When it doesn't work, absolutely."
