European soccer's governing body has cited the Italian club Lazio for ''alleged racist behavior'' by fans accused of chanting anti-Semitic abuse at Tottenham.

Lazio fans also displayed a ''Free Palestine'' banner at Olympic Stadium on Nov. 22 in the Europa League game. Tottenham draws fans from the Jewish community.

UEFA says Lazio faces a range of charges, including fans throwing things. Tottenham faces sanctions for ''crowd disturbances.'' Lazio could be ordered to play a Europa League match in an empty stadium.

UEFA's disciplinary panel will judge the case Jan. 24.
