Rhodes has attracted the interest of several clubs following another free-scoring campaign for the Terriers last season, with Fulham also believed to be keen to land the 22-year-old.
Blackburn boss Steve Kean admitted earlier this week that he was still a fan of Rhodes but their latest offer has not tempted Huddersfield to sell.
While Blackburn are trying to strengthen their squad in an effort to secure an immediate return to the Premier League, Championship rivals Huddersfield have no intention of losing their star man.
Simon Grayson has urged Rhodes to spend another year with the Yorkshire club, where he has been in prolific form since arriving from Ipswich in 2009.
