Hearts has been placed under a further 60-day transfer embargo by the Scottish Premier League following the club's failure to pay wages on time this month.
It is the second straight month that Hearts, which is eighth in the 12-team division, has delayed payment of wages to coaches and players.
A sub-committee of the SPL board says the Edinburgh club will be unable to register any new players up to and including Dec. 23.
Hearts, which has paid October wages in full now, was late paying players four times last season, leading to complaints from the players' union.

All European clubs are unable to sign players for a fee until the transfer window reopens on Jan. 1, but the embargo prevents Hearts bringing in free agents or players on loan.
