AC Milan says it can't afford to buy Manchester City forward Carlos Tevez.

Milan vice president Adriano Galliani says that ''Tevez is big, but Milan can't make such an investment.''

Tevez, who arrived at City in July 2009, wants a transfer after falling out with club officials.
