Johnson played in four games this season, starting one, and Jackson was in three games.
The Ravens also put safety Omar Brown and offensive lineman Ramon Harewood on the inactive list for Sunday's game against the San Francisco 49ers. Harewood started five games this season.
San Francisco's inactive list was: third quarterback Scott Tolzien, safety Trenton Robinson, running back Jewel Hampton, linebacker Cam Johnson, guard Joe Looney and defensive tackles Ian Williams and Tony Jerod-Eddie.
Baltimore's other inactives were linebacker Adrian Hamilton, receiver Deonte Thompson and defensive tackle Bryan Hall.
