Published Oct. 25, 2009 7:57 p.m. ET

Carolina Panthers leading tackler Thomas Davis is inactive against Buffalo because of a hamstring injury. Starting fullback Brad Hoover also didn't dress for Sunday's game because of lingering back pain. The Bills had starting defensive tackle Kyle Williams available after he was listed as questionable with a shoulder injury. Roscoe Parrish was inactive for a second straight game after losing his job as the return man. The Bills had ruled quarterback Trent Edwards (concussion), safeties Donte Whitner (ankle) and Bryan Scott (ankle) and right tackle Jonathan Scott (ankle) out on Friday. Landon Johnson started for Davis at weakside linebacker. Hoover practiced on Friday, but was scratched, making rookie Tony Fiammetta Carolina's top fullback.
