Williams had missed two days of practice during the week because of an illness.
Carolina running back Jonathan Stewart is inactive against the New York Giants, which likely means Fozzy Whittaker will get his first start. Panthers tight end Greg Olsen is active after injuring his knee in Carolina's 38-0 win over Atlanta last week, extending his streak of consecutive games played to 140.
Jacksonville's T.J. Yeldon will not play because of injuries. Yeldon (knee) will be replaced by Denard Robinson, who is making his first start since last season.
