Bates (shoulder) has been declared out for Sunday's game against the Raiders, Erik Bacharach of The Tennessean reports.
Bates could not practice this week and will miss his first game of the year. The 29-year-old has played just six defensive snaps all season, so the Titans will miss him most on special teams.
Bates (shoulder) was a non-participant at practice Wednesday.
Bates exited Sunday's win over the Colts due to the shoulder injury and isn't ready to retake the field. The 29-year-old likely will need to return to practice in the next couple days to have a chance of suiting up Week 14.

It's unclear how Bates picked up the injury, but he was forced to leave the game in the second quarter. As long as he's sidelined, look for David Long to be in line to see an uptick in depth reps at inside linebacker.
