BEREA, Ohio-- Mike Pettine talked about the 'it' factor when he described what he was looking for in a quarterback from the NFL Combine in February up until just days before the draft.
Many felt he was describing Johnny Manziel.
"That's the reason I felt so highly about him when I personally evaluated him," Pettine said. "Having been a defensive coach, I talked about deferring to the experts like Dowell (Loggains), Kyle (Shanahan) in regards to as far as technical quarterback play.
"When I evaluated all the quarterbacks it was the 'it' factor, personality and I thought his was at an extreme level, to the point where it really created 'Johnny Football'. The fact that he is all of those things to an amazing degree, competitive, passionate. He just finds a way."
Farmer said he doesn't think it puts more or less pressure to play Manziel because he was taken at 22 rather than at four.
"I don't know if it makes that big a difference in our mind," Farmer said. "The whole purpose to take players is to drives competition as continue to improve our roster guy by guy that competition will improve."
Pettine said that he still expects a rookie to learn and not be handed the job, even though there will be pressure to play Manziel early in his career.
"I do," he said. "Whether he was taken at four or 22 it will be a competition. I don't think you can hand jobs to people when they come in. It's a situation where despite what's around him and what's following him.
Pettine and Farmer said they communicated with Hoyer about the addition of Manziel.
"We reached out to him," Pettine said.
When asked how Hoyer reacted, Pettine responded.
"As you'd expect a guy who is a competitor (would)."
"That's what he said. 'Bring it on'.
Farmer said the Browns were monitoring the situation and pulled the trigger at the appropriate time.
"We monitored the situation and felt what the teams needs were," he said. " We followed the draft intensely and made some phone calls and made our play when we felt it was the right time.
"When the opportunity presented itself, we took advantage of it."
