Cliff Lee's the best free-agent pitcher on the market. Just about everyone says it. Just about everyone believes it. Just about everyone figures he's going to sign with the Yankees or Rangers.

But what happens to the Lee suitors that cannot land the lefty ace? Aside from Andy Pettitte — making his annual New York-or-nowhere decision — the market looks pretty wide open.

Ideally, Pavano profiles as a No. 3 starter on a world championship club. The Twins needed him to be more than that, which is one reason they were swept out of the playoffs in each of the past two seasons. But he's no longer regarded as an underachiever — at least outside of New York. That's no small feat. He finished the year with 17 victories, the most since his last free-agent year. He also led the AL with seven complete games, an indication of his stamina and reliability. A three-year contract seems reasonable. — Jon Paul Morosi

Kuroda came over from Japan in the middle of his career, so, at 36 next season, he’s not a young pitcher. However, he’s been a consistent performer for the Dodgers and has shown he can have success in the NL, with a 3.60 ERA since coming to L.A. He has postseason experience and is coming off his best year in the States. He deserves a multi-year deal.

He doesn't have dazzling stuff, but Garland was a rotation stabilizer for a Padres team that finished one game out of the playoffs in 2010. The spacious Petco Park certainly helped, but he also struck out more batters per nine innings than in any other season of his career. The 3.47 ERA was also a career low. De la Rosa's more exciting, but Garland's the safer bet to hit 200 innings — something he's done six times in seven years — and he's still only 31.

De la Rosa doesn’t stand out from his peers based on numbers alone. Since joining the Rockies prior to the 2008 season, his average year's included an 11-8 record, 4.49 ERA and 146 innings. He walks a lot of hitters. There are questions about his durability. One scout described him this way: “Good arm, but the strike zone is a mystery on many a night.” However, time's on his side: He'll turn 30 just after Opening Day and is very young compared to other pitchers in this market.

As expected, Westbrook was much more effective with the Cardinals than the Indians last year. You know, the ol’ league switcheroo. It’s hard to argue that Westbrook deserves a multi-year contract after throwing just 237 1/3 innings since 2007 due to recovery from Tommy John surgery. However, a motivated team could get excited by his 3.48 ERA in 12 starts with St. Louis.

Yes, he flopped with the Yankees. He did that in 2004, too. Back then, he followed up a miserable experience in New York with a respectable season in Arizona. He should do the same in 2011, particularly if he heads back to the NL. The Senior Circuit remembers the Good Vazquez, who went 15-10 with a 2.87 ERA for the Braves in 2009. He’s usually a 200-inning pitcher who strikes out roughly one batter per inning. He’s worth a one-year gamble.

There are two big questions surrounding Young this offseason: Can his surgically-repaired right shoulder hold up over a full season? And can he have sustained success away from Petco Park? Young's topped 170 innings in a season only twice — most recently in 2007. And he's only made 36 starts in three years. Given those numbers, it's hard to imagine him getting more than a one-year contract.

When Bonderman beat the Yankees in the playoffs four years ago, it looked like he was on his way to stardom. But he hasn’t been completely healthy over a full season since. Still a young pitcher at 28, he’s coming off a bad season in a pitcher-friendly ballpark: 8-10 with a 5.53 ERA in 171 innings for Detroit. It’s time for a move to the NL on a one-year deal. Bonderman, who resides in the Pacific Northwest, would probably prefer the West Coast.

Webb's the wildcard of this market. If he's healthy — really, truly healthy — then suitors will call from the biggest markets. There's one problem: Webb's thrown four innings in the big leagues the last two years. He didn’t exactly light up radar guns in the Diamondbacks’ instructional league. The numbers from 2006-08 give hope. The lack of them from 2009 and 2010 gives pause.

Millwood isn’t what he used to be. Then again, the same can be said for many free agents this offseason. But we know this: He was able to throw 190 innings for the Orioles this year, albeit with lousy results (5.10 ERA). The 4-16 record is ugly, but his peripheral numbers were actually better than his 2007 season with Texas. He should subscribe to the stock advice for beleaguered AL pitchers: Find an NL team that needs a fourth or fifth starter, and go there.
