Weeden wants a place where he can "show he can be a productive player" in the NFL, according to Silver.
In his second NFL season, Weeden struggled. He first suffered a thumb injury that gave way to Brian Hoyer. Once Hoyer too went down, Weeden was given another shot under center but ultimately benched for Jason Campbell.
A first-round pick, the 30-year-old Weeden has thrown 26 interceptions to 23 touchdowns in his pro career.
