Hicks, who scored 20 of the Quakers' 41 first half points, shot 12 for 20 from the field and made 9 of his 10 free-throws.
The Quakers (2-3) also had help from Miles Jackson-Cartwright, who finished with 13 points.
Penn came out in front halfway through the first, giving the Quakers an early lead that was never challenged. The Quakers led by as many as 29 points in the second half, at one time going on a 25-9 run.
Penn easily out-shot Niagara (1-5) making 34 of its 62 field goals compared to a dismal 21-for-56 effort from the Purple Eagles. The Quakers won the rebounding battle 43-30.
National scoring leader Antoine Mason didn't see much help, scoring 31 of the Purple Eagles 66 points.
