The Nittany Lions (2-0) used a 14-0 run midway through the first half to gain control.
Up nine at the break, Penn State hit three straight 3-pointers to begin the second half. The Nittany Lions used that momentum to shoot 52 percent (13 of 25) in the second half after shooting just 11 of 28 (39 percent) in the first.
Frazier, Penn State's lone returning starter, also tallied 10 assists, six rebounds and three steals.
Jareal Smith led Radford (2-1) with 16 points. Smith scored the Highlanders' first 11 points over the first 5:30, but shot 2 of 10 after that.
In light of the child sex abuse scandal rocking the school, Penn State's coaching staff wore blue sneakers to honor victims of child abuse.
Penn State led by as many as 22 points with 3:55 remaining, but a few clutch late baskets kept Radford alive.
''By then it was too late,'' Radford first-year coach Mike Jones said. ''If we had started the game out that way I thought it would have been a little bit different.''
The Highlanders applied high-pressure defense on Frazier, a shifty 6-foot-1 guard whom Jones described as ''fast as lightning.''
''They pressured me full court, I don't know if they tried to wear me down,'' Frazier said. ''But my teammates just helped me out throughout.''
Under new coach Patrick Chambers, the Nittany Lions have adopted a high-energy style. That was on full display in Penn State's first two games. The Nittany Lions forced a combined 42 turnovers and recorded 22 steals in wins against Hartford and Radford.
Jermaine Marshall - who rejoined the Nittany Lions last week after an indefinite suspension for violating team rules - saw his first action of the season. The junior guard came off the bench for four points and one steal in 10 minutes.
